Samer Choucair: Japan’s Bluefin Tuna Recovery Signals New Investment Opportunities. The Blue Economy and Food Security Are Emerging as Long-Term Growth Markets

Investment leader Samer Choucair said the recovery of Japan’s bluefin tuna stocks is a strong indicator that sustainable fisheries management is delivering measurable results while creating new investment opportunities across the blue economy, particularly in aquaculture, food supply chains, and technologies that strengthen global food security.

Choucair explained that data released by Japanese authorities showed a significant increase in bluefin tuna catches during 2026, while fishing activity continues to operate under international quota systems designed to preserve long-term fish stocks. Japan’s allocation for large bluefin tuna has been increased to 8,421 metric tons for 2026, representing an increase of nearly 50% compared with 2024 after years of stock recovery.

He noted that these developments highlight the growing importance of investing across integrated seafood value chains, from aquaculture production and cold-storage infrastructure to refrigerated logistics and digital traceability systems that improve operational efficiency while reducing supply disruptions caused by climate change and regulatory constraints.

Choucair said the recovery of marine resources is not only positive for the fishing industry but also creates attractive opportunities for investors seeking exposure to the rapidly expanding blue economy, particularly companies developing innovative solutions for sustainable aquaculture and responsible marine resource management.

He added that the Gulf region, led by Saudi Arabia, is well positioned to benefit from these global developments as governments continue expanding investments in aquaculture under the objectives of Saudi Vision 2030. Strengthening domestic seafood production can enhance food security, reduce dependence on imports, and support broader economic diversification.

Choucair emphasized that investment in advanced aquaculture technologies—including recirculating aquaculture systems, sustainable fish feed, and digital production management—will become one of the industry's primary growth drivers over the coming years. He also highlighted the importance of expanding partnerships with countries that lead in marine technologies to accelerate knowledge transfer and innovation across the Gulf.

He concluded that the blue economy has become one of the fastest-growing sectors globally, offering investors long-term opportunities built on sustainability, innovation, and integrated value chains. Choucair added that businesses capable of combining technological advancement with responsible resource management will be best positioned to generate sustainable returns while supporting food security and long-term economic development across Saudi Arabia and the wider Gulf region.
