Samer Choucair: The Octagon Reflects Egypt”s Vision for Building the Economy of the Future

Investment entrepreneur Samer Choucair said the inauguration of Egypt's Strategic Command Headquarters, "The Octagon," in the New Administrative Capital reflects the country's continued commitment to strengthening its institutional infrastructure. He noted that investors view projects of this scale not only as government facilities but also as indicators of a nation's ability to enhance the business environment, improve infrastructure efficiency, and support long-term economic development.

Choucair explained that strategic national projects should not be measured solely by their construction value, but by the economic opportunities they generate across multiple sectors, including engineering, technology, telecommunications, cybersecurity, facilities management, and logistics. He added that developing modern administrative and institutional hubs increases operational efficiency while creating demand for advanced technologies and specialized professional services.

He pointed out that the New Administrative Capital has become an increasingly important destination for economic activity and investment as government institutions relocate and business districts continue to expand. This transformation is creating new opportunities for private-sector companies operating in real estate development, professional services, digital infrastructure, and technology-driven solutions.

According to Choucair, long-term investors evaluate far more than financial indicators. They also assess a country's ability to execute large-scale projects, modernize its infrastructure, and build institutions capable of supporting sustainable economic growth while attracting domestic and international investment.

"Successful investment is not simply about constructing buildings," Choucair said. "It is about creating the economic ecosystems that develop around them and the opportunities they generate for companies operating in technology, engineering, professional services, asset management, and the digital economy."

He added that greater integration between infrastructure development and digital transformation could significantly strengthen Egypt's economic competitiveness, particularly if accompanied by continued support for the private sector and expanded partnerships with local, regional, and international investors.

Choucair concluded by emphasizing that the true economic value of strategic national projects lies in their ability to stimulate productivity, create high-quality employment opportunities, and attract long-term investment. He stressed that maximizing the value of these assets will require continued innovation, wider adoption of advanced technologies, and a stronger role for the private sector in driving sustainable economic development.
