Samer Choucair: Debt Issuances Reflect the Strength of Saudi Arabia”s Economy and Investor Confidence

Investment leader Samer Choucair said that Saudi Arabia's continued access to global debt markets reflects the strength of the Kingdom's economy, growing international investor confidence in its economic reform agenda, and its ability to diversify funding sources in support of the strategic projects driving Saudi Vision 2030.

Choucair explained that bond and sukuk issuances have become essential financing tools for development projects while preserving financial flexibility and diversifying liquidity sources. He noted that this approach strengthens public financial management and supports the uninterrupted execution of large-scale projects without relying solely on oil revenues.

"Saudi Arabia's consistent and successful access to international capital markets reflects the high level of confidence it enjoys among global investors. It also demonstrates the maturity of the Kingdom's debt market and its ability to attract a broad base of international capital," Choucair said.

He added that the continued development of the bond and sukuk market is reinforcing Saudi Arabia's position as a regional financial hub, creating new opportunities for financial institutions and asset managers while deepening domestic capital markets and improving their overall efficiency in support of economic diversification.

Choucair noted that financing development projects through debt instruments continues to benefit key sectors including infrastructure, logistics, energy, tourism, and urban development, while also creating greater opportunities for public-private partnerships.

"Investors do not view debt instruments simply as financing vehicles—they see them as indicators of economic strength, effective fiscal management, and a country's ability to execute long-term development strategies," he said.

Choucair emphasized that Saudi Arabia has successfully built a more diversified and resilient financial ecosystem over recent years, significantly enhancing the attractiveness of its economy to both domestic and international investors and reinforcing its position among the world's leading emerging investment destinations.

He concluded by stating that the continued development of Saudi Arabia's debt markets, alongside the implementation of Vision 2030 initiatives, will further strengthen the Kingdom's ability to attract high-quality investment, support sustainable economic growth, and cement its position as one of the world's premier investment destinations.
