Samer Choucair: Commodities and Metals Market Marks a New Phase in the Evolution of Saudi Arabia’s Financial Markets

Investment entrepreneur Samer Choucair stated that the Saudi Capital Market Authority’s announcement on July 1, 2026, to begin accepting licensing applications for commodities and metals market activities over a 123-day period, ending on October 31, 2026, represents a strategic milestone in the development of the Kingdom’s financial market infrastructure. According to Samer Choucair, the initiative signals Saudi Arabia’s transition to a more advanced stage of market development by expanding investment instruments and deepening market liquidity, in line with the objectives of Saudi Vision 2030.

Samer Choucair explained that the planned licensing framework for operating a secondary market for commodities and metals derivatives is far more than a regulatory addition. It lays the foundation for a comprehensive financial ecosystem that supports the real economy by providing advanced hedging tools, improving price discovery mechanisms, and enhancing risk management across key industries such as mining, energy, and petrochemicals.

He noted that this initiative comes at a strategically important time, as Saudi Arabia continues to expand investments in its mining sector and major projects aimed at maximizing the value of its natural resources. This, he said, is expected to drive growing demand for specialized financial instruments that help companies manage price volatility while reducing operational and financial risks.

Samer Choucair added that the new market will strengthen Saudi Arabia’s appeal to global institutional investors by offering a broader range of financial products beyond traditional asset classes such as equities and bonds. It will also enable more sophisticated investment and hedging strategies, further enhancing the competitiveness of the Saudi financial market on both the regional and international stages.

According to Samer Choucair, this development reflects the growing maturity of Saudi Arabia’s capital markets and their ability to progress from an emerging market toward the standards of more advanced financial markets through stronger regulatory frameworks and greater product diversity. He emphasized that the integration of the mining sector with the Kingdom’s evolving financial infrastructure creates a comprehensive economic model that supports sustainable long-term growth.

He also pointed out that recent regulatory reforms and measures to facilitate foreign investment are expected to increase the likelihood of the project's success, making Saudi Arabia an even more attractive destination for international capital seeking stable markets with long-term growth potential.

In conclusion, Samer Choucair stressed that the next phase will present significant opportunities in areas linked to the new market, including digital trading platforms, artificial intelligence solutions for market analysis, risk management services, and financial infrastructure. He encouraged investors to prepare early and explore the emerging opportunities created by this structural transformation, which is reshaping the future of Saudi Arabia’s financial markets.
