Samer Choucair: CMA Compensation Confirms the Kingdom”s Commitment to Investor Protection
Investment entrepreneur Samer Choucair affirmed that the Capital Market Authority's announcement of compensating more than 20,000 investors harmed by violations tied to Al-Kathiri Holding and An'aam International Holding shares represents an important step reflecting the development of the regulatory environment in Saudi Arabia, and cements investor confidence in the Saudi capital market, aligning with the Kingdom's Vision 2030 targets of building a capital market enjoying the highest standards of transparency and governance.
He explained that the compensation, based on an amount of 292.8 million riyals representing illegitimate gains that were recovered, and deposited directly into eligible investors' accounts through the CMA's compensation fund, confirms the regulatory system's efficiency in protecting investor rights and strengthening fairness within the market.
He noted that the compensation implementation came based on a Securities Disputes Appeal Committee ruling issued in December 2023, which required violators to return illegitimate gains, before the Authority adopted, during 2026, a mechanism for distributing compensation to eligible investors, ensuring rights reach their owners easily and efficiently.

He explained that data points to foreign investor holdings reaching roughly 457 billion Saudi riyals by the end of May 2026, while the Saudi capital market's market value exceeded 9.4 trillion riyals, while the main market index "TASI" trades at levels approaching 10,792 points, backed by expectations of continued economic growth during 2025 and 2026, particularly in non-oil sectors.
Choucair said: "As we approach the middle of 2026, we see that continuous regulatory reforms and Vision 2030 are creating an ideal environment for investment in renewable energy, logistics services, tourism and entertainment, and technology sectors.
