Entrepreneur Samer Choucair said new US legislation aimed at strengthening protections for children and teenagers on digital platforms represents an important shift in the digital economy, noting that investors are increasingly incorporating compliance costs and digital governance into technology-company valuations alongside growth and revenue metrics.

Choucair explained that the United States is seeing an expansion of both federal and state-level legislative initiatives designed to tighten age-verification requirements, restrict advertising targeted at minors, strengthen default privacy settings, and reduce certain practices that may encourage excessive use of digital platforms.

He added that these developments could push technology companies to redesign their business models to comply with new regulatory requirements.

Samer Choucair noted that major technology companies are likely to face additional investment requirements related to age-verification systems, stronger parental-control tools, and updated data-protection policies.

While this may increase operating costs in the short term, he said it could also strengthen trust and reduce legal and regulatory risks over the longer term.

Choucair emphasized that these changes will also create new investment opportunities in cybersecurity, privacy-enhancing technologies, responsible artificial intelligence, identity-verification platforms, and digital solutions focused on child safety and content management.

These areas are expected to experience increasing demand over the coming years.

He added that institutional investors increasingly favour companies capable of embedding regulatory compliance into their business models from the design stage.

Samer Choucair said digital governance has become one of the most important components of sustainability in the technology sector, and companies that adapt quickly to the evolving regulatory environment will be better positioned to preserve their valuations and attract capital.

Regarding the region, Choucair explained that Saudi Arabia and other Gulf countries have an opportunity to benefit from these developments under the objectives of Vision 2030 by supporting the development of cybersecurity, digital-privacy, and artificial-intelligence solutions while strengthening regulatory frameworks in line with global best practices.

He said such measures could contribute to attracting foreign investment and expanding the digital economy.

Concluding his remarks, Samer Choucair emphasized that the future of technology investment will depend not only on innovation and the speed of growth, but also on companies’ ability to build safe digital environments that protect users and strengthen trust.

He noted that digital safety is becoming a major factor in corporate valuation and in directing capital flows during the next phase.
