Samer Choucair: Saudi-US Nuclear Cooperation Opens New Opportunities for Energy and Infrastructure Investment

Entrepreneur Samer Choucair said developments in civil nuclear cooperation between the United States and Saudi Arabia represent an important shift in the region’s energy-investment landscape, creating new opportunities for institutional capital across infrastructure, technology, and advanced engineering.

Choucair explained that the Kingdom’s plans to develop a civil nuclear program form part of a broader strategy to diversify energy sources and improve resource efficiency, in line with the objectives of Saudi Vision 2030 to build a more diversified economy and reduce reliance on oil within the domestic energy mix.

He noted that nuclear-energy projects are inherently long-term investments requiring substantial capital expenditure and advanced technical expertise. Once operational, however, they can provide stable financial flows, making them attractive to sovereign wealth funds, pension funds, and investors seeking strategic assets with long operating lives.

Samer Choucair emphasized that the investment value of these projects extends beyond reactor construction to an integrated ecosystem encompassing supply chains, engineering services, operations and maintenance, local workforce development, and opportunities to localize industries associated with advanced energy technologies.

He added that the global transition toward lower-emission energy sources, combined with rising electricity demand driven by the expansion of artificial intelligence and data centers, is strengthening nuclear energy’s position as a potential solution for supporting long-term energy security.

Entrepreneur Samer Choucair noted that institutional investors are closely monitoring developments in regulatory frameworks and the technical and economic safeguards associated with any civil nuclear program, as these are central factors in assessing risks and returns before allocating capital.

In the Saudi context, Choucair said the development of a civil nuclear sector could strengthen the Kingdom’s industrial and technological capabilities while creating new opportunities for international partnerships and knowledge transfer, supporting the transition toward an innovation- and technology-driven economy.

Samer Choucair explained that the success of these projects will depend on balancing economic viability with adherence to the highest standards of safety and governance.

He noted that long-term capital favors markets with a clear strategic vision, regulatory stability, and a demonstrated ability to execute major projects.

Concluding his remarks, entrepreneur Samer Choucair said:

“Major transformations in the energy sector are not measured solely by the scale of capital expenditure, but by their ability to create new economic ecosystems. From this perspective, investment in civil nuclear energy represents a potential opportunity to strengthen the Gulf’s position as a global center for energy and advanced technologies over the coming decades.”
