Entrepreneur Samer Choucair said the partnership between the Public Investment Fund and Brookfield to launch Brookfield Middle East Partners represents a strategic step that strengthens Saudi Arabia’s position as a leading destination for global institutional investment.

He added that the partnership will help attract more foreign capital to non-oil sectors in line with the objectives of Saudi Vision 2030.

Choucair explained that the fund announced an initial close of approximately $2 billion, with the Public Investment Fund participating as an anchor investor.

Brookfield has committed $500 million of its own capital, while approximately 50% of the fund’s investments will be allocated to the Saudi market, reflecting confidence in the opportunities available across the Kingdom.

Samer Choucair noted that the fund will target financial services, business services, technology, healthcare, industry, and retail through corporate acquisitions and investments in growth-stage equity stakes.

He said this approach will support private-sector expansion and improve the efficiency of capital allocation within the Saudi economy.

Choucair added that the partnership reflects a transformation in the role of sovereign wealth funds.

Their activities are no longer limited to investing abroad; they have also become effective instruments for attracting global asset managers and international capital to domestic markets, supporting economic activity and encouraging long-term investment.

Samer Choucair emphasized that Brookfield is one of the world’s largest alternative asset managers, with more than $1 trillion in assets under management.

Meanwhile, the Public Investment Fund continues to expand its global presence, with its assets exceeding $900 billion.

He said the scale of both institutions gives the partnership substantial investment weight and strengthens international investor confidence in the Saudi market.

Choucair said the timing of the fund’s launch is particularly significant, as private equity activity has slowed across several developed markets amid elevated interest rates.

Saudi Arabia, by contrast, continues to implement economic and development programmes that provide promising opportunities across non-oil sectors, making the Kingdom increasingly attractive to institutional investors seeking long-term growth.

He explained that the success of this model could encourage more global asset managers to establish specialized funds in Saudi Arabia, increasing competition, broadening the investor base, and supporting Saudi companies seeking expansion and growth.

Concluding his remarks, Samer Choucair emphasized that continued partnerships between the Public Investment Fund and leading global investment institutions will strengthen Saudi Arabia’s position as a regional investment-management hub.

He said such partnerships reinforce the Kingdom’s ability to attract international capital, support economic diversification, and increase the private sector’s contribution to sustainable growth.
