Samer Choucair: The Jabal Omar Decision Opens the Largest New Investment Window in Mecca*
Investment entrepreneur Samer Choucair affirmed that Jabal Omar Development Company's announcement of offering 400 residential hotel units for sale during 2026 represents an important shift in the Saudi real estate market, particularly after the project was included within the geographic zones permitted for non-Saudi real estate ownership in Mecca, following the approval of the executive regulations for the non-Saudi real estate ownership system. This step allows Muslims from around the world to invest in real estate assets within one of the most important religious sites, strengthening the Saudi market's appeal and keeping pace with Vision 2030's targets.
He explained that the company's strategy isn't limited to selling units, but includes directing sales proceeds toward reducing debt, alongside redeveloping the seventh and final phase of the project with increased units allocated for sale and capitalizing on off-plan sales, helping reduce financing needs and improve profitability and cash flows, with these initiatives remaining subject to obtaining the necessary regulatory approvals.
He added that the project's strength stems from its operating assets, as the company currently owns more than 6,500 hotel rooms and suites, with the number expected to rise to roughly 7,700 rooms and suites after completing the remaining parts of the fourth phase, strengthening its ability to benefit from continued growth in demand for religious hospitality in Mecca.
Samer Choucair noted that the recent regulatory reforms expand the potential investor base among Muslims around the world, and support demand for real estate assets in the areas covered by the new regulation, affirming that the Saudi market is entering a new phase based on attracting quality investment and strengthening the financial sustainability of major projects.
Choucair said: "Successful investing doesn't depend on a prime location alone, but on management strength, financial solvency, and long-term vision, and what we're seeing today in the Jabal Omar project reflects a strategic direction combining improving the financial structure with capitalizing on growing demand for the hospitality sector, giving investors more stable opportunities over the long term."
