Samer Choucair: Green Hydrogen Gives Saudi Arabia a New Role in Leading Global Energy Markets
Investment entrepreneur Samer Choucair said that the image showing two massive white storage tanks marked with green “H₂” symbols amid a network of high-voltage transmission towers in the heart of the Saudi desert represents far more than an industrial facility. It reflects the Kingdom’s strategic transformation toward a green hydrogen economy, a shift that is expected to reshape global energy markets over the coming decades.
Choucair explained that the image, shared by Asharq Bloomberg, coincided with the Saudi government's announcement on July 7, 2026, granting ACWA Power the exclusive sovereign right to export green hydrogen produced within the Kingdom and its derivatives to international markets. He described the decision as a landmark milestone in Saudi Arabia’s journey toward becoming a global leader in clean energy.
Storage Tanks Symbolize a New Energy Ecosystem
Choucair noted that the two storage tanks represent far more than hydrogen storage infrastructure. They symbolize the integrated value chain Saudi Arabia is building, beginning with green hydrogen production through renewable-powered electrolysis, followed by storage and conversion into exportable products such as green ammonia and green methanol.
He added that the transmission towers stretching across the background illustrate the close integration between the Kingdom’s large-scale solar and wind power projects and its future hydrogen production facilities. Saudi Arabia’s vast desert landscape, abundant solar radiation, and natural resources have become strategic assets that provide the Kingdom with a competitive advantage in the global clean energy race.
ACWA Power Becomes the National Export Platform
Choucair explained that the government’s decision grants ACWA Power, Saudi Arabia’s leading energy and water developer and a company partially owned by the Public Investment Fund, the exclusive sovereign mandate to export green hydrogen and its derivatives to international markets.
He added that the mandate extends beyond hydrogen exports, assigning the company responsibility for developing renewable electricity generation, transmission, and export projects serving both European and Arab markets.
According to Choucair, this effectively establishes ACWA Power as Saudi Arabia’s unified national platform through which international buyers can negotiate and secure long-term supply agreements, providing greater transparency and strengthening confidence in the Kingdom’s ability to fulfill future export commitments.
Why the Decision Came Now
Choucair said the timing of the announcement reflects a clear understanding of the structural changes underway in global energy markets.
He explained that Europe has placed green hydrogen at the center of its energy security strategy through the REPowerEU initiative, while Japan and South Korea continue searching for reliable suppliers capable of supporting heavy industry and maritime transportation.
He added that green ammonia currently represents the most practical solution for transporting hydrogen across international markets, significantly strengthening Saudi Arabia’s competitive position.
Choucair also noted that Saudi Arabia’s infrastructure, the financial backing of the Public Investment Fund, and its strategic location connecting Asia, Europe, and Africa provide the Kingdom with important advantages over competitors including Australia, Chile, the United States, the United Arab Emirates, and Oman.
Supporting Economic Diversification
Choucair emphasized that the decision opens an entirely new avenue for expanding non-oil revenues in line with the objectives of Saudi Vision 2030, which aims to diversify the economy, increase private sector participation, and attract foreign investment.
He explained that flagship projects such as the NEOM Green Hydrogen Project, in which ACWA Power holds a 33.3% stake and which relies on approximately 3.9 gigawatts of renewable energy capacity, will play a central role in this strategy, with plans to produce hundreds of thousands of tonnes annually.
He added that these projects will generate highly skilled employment opportunities across engineering, operations, logistics, and supply chain management while strengthening domestic industries involved in electrolysis technologies, hydrogen storage, and transportation infrastructure.
According to Choucair, the storage tanks shown in the image represent not isolated industrial assets but components of an integrated industrial ecosystem capable of attracting significant international capital and technological expertise.
Major Opportunities Alongside Execution Challenges
Choucair stated that Saudi Arabia has a genuine opportunity to become the world's most trusted supplier of clean energy, much as it has served for decades as a leading supplier of conventional oil.
He stressed, however, that achieving this ambition requires continued efforts to reduce green hydrogen production costs, expand specialized export terminals and port infrastructure, and improve the commercial viability of exporting green ammonia and green methanol as primary hydrogen carriers.
He added that the government's centralized export framework provides international buyers with greater contractual certainty, which is expected to accelerate long-term supply agreements, particularly with European markets likely to become the largest destination for Saudi green hydrogen exports.
From Storage Facilities to Global Markets
Choucair said the next phase is expected to witness rapid progress in signing supply agreements with European and Asian companies while simultaneously expanding export infrastructure and green ammonia shipping terminals.
He explained that all current and future hydrogen projects developed by ACWA Power will benefit from the exclusive export mandate, enhancing their ability to attract international financing and advanced technology partnerships while strengthening Saudi Arabia’s position within the global clean energy market.

He added that the decision represents a practical realization of Saudi Vision 2030 and reflects the Kingdom’s transition from being one of the world’s largest suppliers of conventional energy to becoming a leading player in global clean energy markets.
