Samer Choucair: Citi”s Transformation Offers Valuable Lessons for the Future of Saudi Arabia”s Financial Sector

Investment leader Samer Choucair said that the restructuring efforts undertaken by major global financial institutions offer valuable lessons for emerging markets, particularly Saudi Arabia, which is undergoing a rapid transformation of its financial sector under the objectives of Vision 2030.

Choucair explained that the success of any financial institution depends not only on improving operating performance but also on management effectiveness, strong corporate governance, digital transformation, and the ability to adapt to evolving economic and regulatory conditions—factors that have become increasingly important to institutional investors worldwide.

"The experience of leading global financial institutions demonstrates that internal reform, business model transformation, and sustained investment in technology are essential to creating long-term shareholder value and strengthening competitive advantage," Choucair said.

He added that Saudi Arabia has made significant progress in developing its financial sector by expanding capital markets, supporting fintech companies, and accelerating the adoption of digital banking services, all of which have enhanced the Kingdom's appeal to both domestic and international investors.

Choucair noted that Saudi Arabia's investment environment continues to benefit from the implementation of large-scale development projects, ongoing regulatory reforms, and stronger public-private partnerships, creating growing opportunities for financial institutions, fintech firms, and investment service providers.

He emphasized that institutional investors are placing increasing importance on corporate governance, management quality, and innovation capabilities as key criteria when evaluating investment opportunities within the financial sector.

"Digital transformation in financial services, together with the expanding role of fintech, will be among the strongest drivers of growth in the years ahead, particularly as the regulatory framework continues to evolve and digital solutions become increasingly embedded across the financial ecosystem," he said.

Choucair concluded by stating that Saudi Arabia's financial sector is well positioned to sustain its growth momentum, supported by ongoing economic reforms and Vision 2030. He added that institutions capable of combining innovation, strong governance, and operational excellence will be best positioned to attract investment and generate sustainable long-term value.
