Samer Choucair: Citigroup’s Transformation Offers Strategic Lessons for Investors Under Saudi Vision 2030

Investment entrepreneur Samer Choucair said the transformation of Citigroup in recent years provides an important example of how organizations can turn challenges into sustainable investment opportunities, noting that the lessons from the bank’s experience closely align with the economic transformation taking place in Saudi Arabia under Vision 2030.

Choucair explained that the widely discussed appearance of Citigroup CEO Jane Fraser alongside U.S. President Donald Trump outside the bank’s headquarters highlighted the importance of strategic leadership and institutional relationships in strengthening growth and rebuilding confidence. He emphasized that the success of major financial institutions depends not only on financial performance but also on a clear strategic vision, effective execution of reforms, and the ability to cultivate long-term partnerships.

He noted that Citigroup’s stock has risen by more than 100% since the most recent U.S. presidential election, outperforming several global banking peers. According to Choucair, this performance reflects the bank’s regulatory reforms, renewed focus on higher-margin businesses, and stronger engagement with policymakers, offering valuable insights into the evolving dynamics of the global economy.

“Strategic relationships with decision-makers are not merely ceremonial—they are genuine investment assets,” Choucair said. “Citigroup’s experience demonstrates that leadership combining financial expertise with the ability to build strategic alliances creates significant value for shareholders and the broader economy.”

Choucair added that this approach is clearly reflected in Saudi Arabia, where Vision 2030 is driving a comprehensive economic transformation built on strategic partnerships between the public and private sectors, while strengthening the role of the Public Investment Fund (PIF) in developing national mega-projects and attracting international investment.

He stressed that Saudi Arabia is no longer simply responding to global economic developments but is actively creating new opportunities through strategic investments across multiple industries, making the Kingdom’s economy more diversified and resilient.

Choucair pointed out that the contribution of non-oil sectors to the Saudi economy continues to grow alongside rising non-oil exports and increasing foreign direct investment, reflecting the success of the Kingdom’s ongoing economic reforms.

“Saudi Vision 2030 is no longer just a development plan—it has become a strategic framework that enables the Kingdom to absorb global shocks and transform them into sustainable growth,” Choucair said. “The greatest opportunities are no longer found by chasing trends but by understanding structural transformations before they become obvious to everyone.”

He explained that flagship projects such as NEOM, The Red Sea Project, Qiddiya, and Diriyah, together with investments in renewable energy, green hydrogen, and artificial intelligence, are creating an integrated economic ecosystem that offers substantial opportunities for investors and entrepreneurs. These initiatives are also fueling growth across financial technology, sustainable financial services, logistics, tourism, and sports.

According to Choucair, the financial sector is expected to be among the strongest beneficiaries in 2026 as mega-projects advance, digital transformation accelerates, and regulatory reforms continue to strengthen Saudi Arabia’s position as a regional and global financial hub.

“Investing in financial technology and modern banking services in Saudi Arabia is no longer simply an opportunity—it is a strategic necessity,” Choucair said. “The Kingdom possesses the digital infrastructure, flexible regulations, and long-term vision required to attract smart capital.”

He emphasized that both institutional and individual investors can benefit from this period by focusing on sectors supported by Vision 2030, enabling them to generate sustainable returns while reducing long-term investment risks.

Drawing on successful international experiences, Choucair highlighted three principles for building sustainable investments. First, he emphasized strong corporate governance based on transparency and shareholder protection as the foundation for attracting long-term capital. Second, he encouraged investors to focus on structural economic transformations rather than temporary market trends by investing in industries expected to shape the future, including financial technology, clean energy, tourism, and entertainment. Third, he stressed the importance of building strategic relationships with institutional partners and decision-makers, noting that collaborative partnerships have become essential for the success of large-scale investment projects.

“Successful entrepreneurs do not wait for opportunities—they create them by understanding the national vision and investing in human capital and technologies that support sustainable growth,” Choucair said.

He added that Saudi Vision 2030 presents significant opportunities for the private sector to participate in shaping the Kingdom’s future economy through investments in PIF-backed projects, support for innovative startups, and the development of advanced solutions in financial technology and modern services.

Choucair concluded by emphasizing that Saudi Arabia has become one of the world’s most attractive investment destinations, supported by an integrated economic vision, ongoing legislative reforms, and transformational development projects.

“Saudi Arabia is no longer a market waiting for opportunities—it is creating them,” Choucair concluded. “Those who recognize this transformation early and invest with a long-term strategic perspective will be well positioned to build sustainable wealth and participate in one of the world’s most significant economic transformation stories.”
