Samer Choucair: Public Investment Fund Results Confirm Saudi Arabia Has Become a Global Destination for Long-Term Capital
Venture investor Samer Choucair said that the growing attention from investors in New York and London to the financial results of Saudi Arabia's Public Investment Fund (PIF) reflects the Kingdom's remarkable transformation and confirms that Saudi Arabia has become a major force in shaping the global investment landscape, driven by the objectives of Saudi Vision 2030 and ongoing economic reforms.
Samer Choucair explained that the question increasingly raised by leading financial institutions about why investors in New York and London are closely watching the Public Investment Fund's performance is no longer simply an economic discussion. Instead, it serves as clear evidence of the Fund's emergence as one of the world's largest and most influential sovereign wealth funds, with a growing impact on global capital flows.
He noted that the Public Investment Fund's 2025 financial results have significantly strengthened its international standing after delivering exceptional growth across its key financial metrics. According to Samer Choucair, these results have attracted heightened interest from institutional investors, sovereign wealth funds, family offices, and asset managers across the world's leading financial centers.
Samer Choucair emphasized that the reported figures reflect a remarkable transformation in the Fund's performance. Net profit increased by 152% to SAR 65.1 billion (approximately USD 17.3 billion), while total revenue rose by 9% to SAR 449 billion.
He added that operating profit climbed by 125% to SAR 77.9 billion, while total assets increased by 5% to SAR 4.54 trillion (approximately USD 1.21 trillion). These results come as the Fund continues implementing its ambitious strategy of expanding total assets to SAR 10 trillion by 2030.
According to Samer Choucair, these figures represent much more than strong financial performance. They demonstrate institutional and operational progress, reflecting the Fund's success in building a balanced global investment portfolio, enhancing asset management efficiency, and executing a long-term strategy aligned with the goals of Saudi Vision 2030.
He explained that investors on Wall Street and in the City of London no longer view the Public Investment Fund solely as Saudi Arabia's sovereign wealth fund. Instead, they increasingly regard it as one of the world's most influential investment institutions, shaping capital flows, investment trends, and the development of future economic sectors.
Samer Choucair noted that the Fund's strong financial performance sends positive signals to global markets regarding the resilience of the Saudi economy and its continued success in diversifying beyond its traditional reliance on oil. It also strengthens confidence in the Fund's flagship projects and portfolio companies while enhancing their ability to attract international partnerships and foreign direct investment.
He added that these results further strengthen the position of the Saudi capital market, increasing its attractiveness to global investors while reinforcing Saudi Arabia's reputation as one of the world's most stable and ambitious investment environments.
Samer Choucair explained that this growing international interest did not emerge overnight. Rather, it reflects years of legislative and regulatory reforms, modernization of the Kingdom's economic framework, improvements to the business environment, and higher standards of governance and transparency that have made Saudi Arabia an increasingly attractive destination for long-term capital seeking stability and sustainable growth.
"Saudi Arabia today offers a sophisticated investment environment that combines economic stability, modern regulations, and world-class infrastructure, making it a strategic destination for long-term capital," Samer Choucair said.
He added, "Global investors are no longer searching solely for financial returns. They are seeking a combination of stability, scale, and ambition—a combination that Saudi Arabia now offers through Vision 2030."
Samer Choucair emphasized that Saudi Vision 2030 has evolved beyond being a national economic reform program to become a global catalyst reshaping investment opportunities across numerous strategic sectors that continue to attract worldwide investor interest.
He explained that artificial intelligence and digital infrastructure represent some of the Kingdom's most significant long-term growth opportunities as Saudi Arabia advances toward building a highly competitive digital economy and establishing itself as a regional and global technology hub.
Samer Choucair added that renewable energy and sustainability continue to experience substantial expansion through the Kingdom's flagship projects, attracting international partnerships and investment while strengthening Saudi Arabia's position within the global low-carbon economy.
He also highlighted tourism, entertainment, and sports as major drivers of economic growth, supported by large-scale developments and the hosting of international events that are creating investment opportunities across a broad range of industries.
According to Samer Choucair, logistics and transportation remain fundamental pillars of Saudi Arabia's economic transformation, with continued investments in ports, airports, logistics zones, and strategic infrastructure projects reinforcing the Kingdom's position as a global trade and supply chain hub.
He further emphasized that investment in human capital has become one of the most important considerations for strategic investors evaluating long-term opportunities.
"Developing national talent is the true guarantee of sustainable economic growth because it creates a knowledge- and innovation-based economy while giving investors confidence in the continuity of development," Samer Choucair said.
He noted that the launch of the Public Investment Fund's 2026–2030 strategy opens significant opportunities for investors in Saudi Arabia and across the Gulf to participate through partnerships with the Fund's projects and portfolio companies or by investing in emerging sectors supported by Vision 2030.
Samer Choucair added that investors will also benefit from the continued evolution of the Saudi capital market, modern financing instruments, and opportunities to build diversified investment portfolios that combine attractive returns, stability, and responsible investing with sustainable economic and social impact.
He emphasized that the current period represents an ideal opportunity to reassess investment strategies in light of ongoing global economic transformations while taking advantage of Saudi Arabia's expanding role within the international economy.
"Major transformations do not intimidate serious investors," Samer Choucair said. "They encourage them to rethink their strategies, reposition their portfolios, and build long-term value."
He added, "Saudi Arabia is no longer simply a promising investment destination. It has become a key player in reshaping the global economy, and those who recognize this transformation early will be best positioned to benefit from the opportunities it creates."
Concluding his remarks, Samer Choucair said that the Public Investment Fund's financial results send a powerful message of confidence to global markets and reflect the Kingdom's success in building a diversified and internationally competitive economic model. He added that the continued implementation of Saudi Vision 2030 will further strengthen Saudi Arabia's position as one of the world's leading investment destinations while creating unprecedented strategic opportunities for domestic, regional, and international investors.
