Samer Choucair: Why Has Saudi Arabia Become the Premier Investment Destination in the Age of Governance and Transparency?*

Investment entrepreneur Samer Choucair said that the ongoing debate over the imminent disclosure of thousands of pages related to Prince Harry's immigration and visa files in the United States reflects a growing global trend toward strengthening transparency and accountability, affirming that investors have come to prioritize markets with clear regulatory frameworks and stable governance rules.

He added that public figures being subject to oversight procedures sends an important message to markets: that transparency has become one of the most important elements of building trust and attracting capital, something Saudi Arabia has succeeded in cementing through the economic and regulatory reforms tied to Vision 2030.

*Samer Choucair: Regulatory Clarity Strengthens Market Appeal*

Choucair explained that the strategic investor doesn't just look for growth rates, but also evaluates the quality of the regulatory environment, the speed of procedures, and the clarity of legislation.

He added that the Kingdom has made major strides in this field, as the reforms led by the Ministry of Investment have helped accelerate licensing procedures, and made full foreign ownership available in most sectors, strengthening the Saudi market's competitiveness and appeal to international investors, affirming that these reforms haven't been limited to improving the business environment, but have helped raise confidence in the Saudi economy over the long term.

*Vision 2030 Cements the Kingdom's Investment Position*

Choucair noted that Vision 2030 has succeeded in turning the Kingdom into one of the most prominent investment destinations in the region, by diversifying income sources, strengthening non-oil sectors' contribution, and stimulating private-sector participation.

He added that official data confirms foreign direct investment flows rose 44% year-on-year during the first quarter to reach 22.2 billion Saudi riyals, while the Kingdom targets attracting roughly 100 billion dollars annually in foreign direct investment by the end of the decade, while raising the non-oil economy's contribution to more than 55% of GDP.

*The Saudi Market Opens New Horizons for Investors*

Choucair said that the decision to fully open the Saudi stock market to all categories of foreign investors represents an important milestone in developing the capital market, and reflects growing confidence in the national economy.

He added that the main index trading near 11,000 points following the correction the market saw during 2025 offers attractive investment opportunities, particularly for investors seeking companies with strong financial fundamentals and stable dividend distributions, explaining that the current stage could give investors suitable entry opportunities before the continuation of the economic growth cycle tied to Vision 2030.

*Where the Opportunities Lie*

Choucair affirmed that the economic shifts the Kingdom is experiencing open the door to many promising sectors, led by renewable energy, artificial intelligence, esports, tourism, entertainment, and mining.

He added that major projects like NEOM and the Red Sea project represent integrated economic ecosystems, not just urban development projects, as they create investment opportunities extending to logistics services, technology, infrastructure, hospitality, and real estate investment, noting that the investor who reads these shifts early will be better positioned to benefit from the expected growth in the coming years.

Choucair explained that the most prominent investment opportunities in the Kingdom during the current stage include investing in renewable energy companies and sustainability technologies, expanding into artificial intelligence and digital technologies, investing in tourism, entertainment, and hospitality tied to giga projects, capitalizing on the accelerating growth in mining and manufacturing industries, and investing in listed companies with stable returns and strong governance.

He affirmed that diversifying investment portfolios and committing to environmental, social, and governance (ESG) standards have become among the most important factors for achieving sustainable growth.

*Samer Choucair's Advice for Investors*

Choucair called on investors to continuously follow regulatory developments and strategic projects, while focusing on building diverse portfolios combining stocks and direct investments in sectors backed by Vision 2030.

Choucair recommended capitalizing on partnership opportunities with major national entities, and seeking local expertise to more precisely understand the nature of the Saudi market and its variables.

He concluded his remarks by affirming that transparency has today become one of the most important standards of competition among global economies, noting that the Kingdom has succeeded in building an advanced investment ecosystem combining regulatory reforms, economic stability, giga projects, and institutional support.

He added that these factors make Saudi Arabia one of the most attractive markets for long-term investment, affirming that investors who recognize the depth of the transformation Vision 2030 is leading will benefit most from the opportunities the Saudi economy holds in the coming years.
